Emmanuel Besong is an international trade policy specialist and development finance expert with a proven track record of helping governments, businesses, and institutions unlock sustainable growth across diverse markets. He brings over a decade of multidisciplinary experience in trade negotiations, agribusiness policy, fisheries subsidies, and regulatory frameworks.

He recently served in the Rules Division of the World Trade Organization (WTO) in Geneva, where he contributed to the fisheries subsidies negotiations—supporting the ratification of the WTO Agreement on Fisheries Subsidies (Fish 1) and advancing the second wave of negotiations (Fish 2).

Emmanuel currently works with Cameroon’s Ministry of Agriculture and Rural Development (MINADER) in the Department of Regulation and Quality Control of Agricultural Products and Inputs (DRCQ), where he supports policy implementation, regulatory alignment, and quality standards enforcement across the agricultural value chain.

He holds an MSc in Agriculture and Development from the University of Reading (UK), where his dissertation focused on the impact of SPS and TBT measures on Central African agricultural exports to the EU. He is also a graduate of Cameroon’s prestigious École Nationale d’Administration et de Magistrature (ENAM), specializing in quality control, trade measurement, and standards enforcement. He earned a BSc in Economics and has received multiple awards and fellowships, including:

  • Chevening Scholarship, awarded by the UK Foreign, Commonwealth & Development Office

  • WTO Young Professional, selected for the prestigious Young Professionals Programme in Geneva
